Zusammenfassung:	The invention relates to a pre-tensioning lining steel ring reinforcing matching device and method.The device comprises a steel brace, a connecting bolt, a fastening nut, tie rods and a tension meter, a welding groove is reserved in the connecting position of the two sections of the steel brace, the two sections of the steel brace are each connected with one tie rod through a threaded rod of the connecting bolt, and the tie rods are connected with the tension meter through a threaded rod of the fastening nut; a tension meter is arranged between the two pulling straws, and a fastening nut is arranged at the rear end of each pulling straw. The connecting bolts on the two sides are tied through the connecting rod, pretension force is applied through the fastening nuts on the two sides, the magnitude of the pretension force is observed through the tension meter, and connection is completed through welding after pretension is completed.
