The invention provides a manual locking device and a railway door device. A manual locking device according to one embodiment of the present invention is provided with: a transmission mechanism (4) that transmits a driving force from a driving source (3) to a door leaf (10) and moves the door leaf between a fully open position and a fully closed position; a moving part (5) which is provided to the transmission mechanism and which moves in synchronization with the opening and closing of the door leaf; a restricting section (6) that restricts the movement of the moving section in the opening/closing direction of the door leaf; an operation unit (7) that generates an operation force by manual operation; and a locking part (8) which, when the door leaf is in the fully closed position, performs locking by moving the restricting part from an unlocked position in which the movement of the moving part is not restricted to a locked position in which the movement of the moving part is restricted by the operating force
