The invention provides a method for producing low-sulfur marine residual fuel oil by using low-sulfur paraffin-based crude oil, which comprises the following steps: mixing the low-sulfur paraffin-based crude oil with secondary processing inferior heavy oil, and then carrying out atmospheric distillation to respectively obtain naphtha, straight-run diesel oil, light wax oil and atmospheric residual oil; after the atmospheric pressure residual oil is subjected to reduced pressure flash separation, heavy wax oil and deep-drawn atmospheric pressure residual oil are obtained; and mixing the deep-drawn normal-pressure residual oil with straight-run diesel oil to obtain the low-sulfur marine residual fuel oil.
