The method comprises the following five steps: (1) pretreatment of Kaldo slag; (2) burdening: adding a reducing agent and limestone according to a certain proportion, and mixing uniformly, wherein the better is; (3) smelting in a three-phase controllable polarity direct-current electric arc furnace; (4) carrying out secondary material pretreatment; (5) secondary three-phase controllable polarity direct-current electric arc furnace smelting; and (6) product preparation, specifically, the copper-nickel alloy semi-finished product is subjected to fire refining and impurity removal. According to the method, raw material pretreatment is adopted, a two-step method three-phase controllable polarity direct-current electric arc furnace is adopted for smelting, a crude copper product and a copper-nickel alloy product are produced, comprehensive utilization of Kaldo slag and multipurpose recovery of valuable metal are achieved, and
