The optical signals of the specific wave band are received and stored through a photoelectric detector of the mobile phone, screening is carried out according to whether the optical signals are in the specific wave band or not, whether the optical signals appear repeatedly or not and whether the time interval between the two appearing times is equal to the time slot interval of the LED emitting optical signals or not, and finally the optical signal with the maximum light intensity is selected from the optical signals to be decoded.
