The invention provides a vehicle-mounted mobile monitoring system and a monitoring method. The method comprises the following steps: collecting suspensible particulate matters in an environmental background and particulate matters in road accumulated dust, and measuring an initial concentration value of the suspensible particulate matters in the environmental background and an initial concentration value of the particulate matters in the road accumulated dust; performing data screening on the suspended particulate matter concentration initial value and the particulate matter concentration initial value to obtain a suspended particulate matter concentration value and a particulate matter concentration value; and calculating a road dust accumulation load value according to the concentration value of the suspensible particulate matters and the concentration value of the particulate matters. The road dust accumulation load value can be monitored in real time, the tedious step of manual sampling is omitted, and th
