The invention discloses an anti-rushing-out device for a passenger and goods elevator. The anti-rushing-out device comprises a mounting base, a supporting base and a blocking piece. The mounting base is used for being arranged on one side of an external people and goods elevator way. The supporting base is used for being arranged on the other side of the external passenger and goods elevator way. One end of the stopper is rotatably arranged on the mounting seat, and can be switched between a first position and a second position which is upward relative to the first position during rotation; when located at the first position, the blocking piece blocks the external people and goods elevator way and is supported by the supporting seat, and when located at the second position, the blocking piece opens the external people and goods elevator way. According to the anti-rushing-out device, through the rotating arrangement of the blocking piece, when the anti-rushing-out device is installed in an external passenger a
