The preparation method comprises the following steps: taking low-molecular hyaluronate with the average molecular weight of 800-1200Da and glycidyl trimethyl ammonium chloride as raw materials, uniformly stirring in an anhydrous alcohol solvent, and coupling under the action of a phase transfer catalyst and anhydrous alkali to obtain the cationized hyaluronic acid/salt.
