The nickel-based alloy composite plate is formed by compounding two groups of single-layer combined blanks; wherein the single-layer combined blank comprises a transition middle blank, a first base plate and a steel plate which are sequentially arranged from top to bottom; the compounding is performed between two groups of steel plates; and the transition intermediate blank comprises a nickel-based alloy plate and a second substrate which are sequentially arranged from top to bottom.
