The steel is put into a heating furnace to be subjected to heat treatment including preheating, heating and soaking; the steel subjected to heat treatment passes through a pinch roll and then is rolled into a to-be-cut steel bar; the to-be-cut reinforcing steel bar is subjected to flying shearing, the actual shearing length of the reinforcing steel bar is influenced by thermal expansion and cold contraction in the flying shearing process, and the actual shearing length L0 of the reinforcing steel bar is obtained through calculation.
