The invention provides a pulse condition composite sensing device based on a liquid bag and an air bag and a pulse instrument applying the pulse condition composite sensing device. The pulse condition composite sensing device comprises three paths of composite sensing modules which are independently packaged and connected side by side; each composite sensing module comprises a liquid bag filled with liquid, and the lower surface of the liquid bag is used for being in contact with the wrist of a user; the air bag is laid on the upper surface of the liquid bag; the airbag is provided with an air inlet and an air valve port; the detection unit is arranged at one end of the liquid bag; a pressure sensor is arranged in the detection unit, and the bottom of the pressure sensor is in contact with the liquid level in the air bag; the pressure sensor is connected with a connector and used for outputting detection signals which are collected by the pressure sensor and represent pulse pressure and pulse condition data.
