Zusammenfassung:	The invention discloses a water-based polymer emulsion as well as a preparation method and application thereof, and the polymer emulsion comprises a water-soluble amino silicon oil surface modified core layer polymer and a shell layer polymer, wherein the core-layer polymer is prepared from the following polymeric monomers in percentage by mass: 5 to 50 percent of hydrophilic monoolefinic unsaturated monomer a, 40 to 94.5 percent of nonionic monoolefinic unsaturated monomer a and 0.5 to 10 percent of water-soluble amino silicon oil, and the total mass of the monomers of the core-layer polymer is 100 percent; the shell polymer is prepared from the following polymeric monomers in percentage by mass: 79 to 99.9 percent of nonionic monoolefinic unsaturated monomer b, 0 to 20 percent of hydrophilic monoolefinic unsaturated monomer b and 0.1 to 2 percent of polyolefinic unsaturated monomer on the basis that the total mass of the monomers is 100 percent.
