Bias control unit

A control unit includes a rotatable tubular body that rotates about a spindle. A torque transmitting unit may be attached to the tubular body and the spindle. A force applied to the torque transmitting unit by the biasing element may control a first torque applied to the spindle by the tubular body. The first torque is independent of a rotational speed of the tubular body. A second torque is applied to the main shaft by the torque generator, the second torque controlling the net torque.
