Signaling of rectangular stripes in VVC video compression standards

The invention relates to signaling of rectangular stripes in a multifunction video coding (VVC) video compression standard. A method includes encoding, by an encoder, a video frame of a VVC video compression system. The encoder generates/uses block information associated with a video frame, determines, for a slice, that the slice is a subset or superset of blocks based on the block information, determines slice parameters associated with the slice, and signals the slice parameters associated with the slice.
