The composite coating comprises a prime coat and a cilia layer, the raw material of the prime coat is an epoxy composition, and the cilia layer achieves self-growth on the prime coat through a cationic polymerization method. The invention further provides an anti-scale coated product which comprises the composite coating with the super-hydrophobic cilium structure.
