The method mainly comprises the steps that firstly establishing a gas power generation system technological process model and a steam power generation system technological process model; then, determining a system energy efficiency index, an environment evaluation index and a thermal economics evaluation index; analyzing weight indexes of the primary energy utilization rate, the efficiency, the CO2 unit emission and the unit thermal economics cost of the system based on an entropy weight method, and establishing a comprehensive evaluation model; and finally, establishing an optimization model based on a particle swarm algorithm.
