The invention relates to a route planning method for an electric power communication SDH optical transmission network. The route planning method is technically characterized by comprising the following steps: constructing an electric power communication SDH optical transmission network resource model; uniformly distributing services with different importance degrees and different bandwidths in the network; extracting service request information; if the service specifies an existing service path or a channel protection ring and available resources exist in the service path or the channel protection ring, allocating corresponding resources to the service and generating a service path, otherwise, solving a working route by using a reinforcement learning method; if the service is a protection service, solving a backup route by using a reinforcement learning method, generating a channel protection ring, and allocating corresponding resources to the service; and updating network available resources, a link risk val
