The analysis server selects a pair of terminal devices whose battery power difference is higher than a threshold value, and the transmission energy required from the remote terminal device to the repeater terminal device is less than the transmission energy to the gateway. The energy or path loss is estimated from the geographic location and terrain or obstacles of the terminal device.
