This common mode noise filter is provided with: a laminate comprising first to fourth insulator layers stacked upward in that order; first and second coils provided to the laminate; and a conductor layer provided to the laminate. The first coil has a first spiral conductor provided to the lower surface of the first insulator layer, and a second spiral conductor provided to the upper surface of the second insulator layer. The second coil has a third spiral conductor provided to the upper surface of the first insulator layer so as to face the first spiral conductor with the first insulator layer therebetween, and a fourth spiral conductor provided to the upper surface of the third insulator layer so as to face the second spiral conductor with the third insulator layer therebetween.
