The method comprises the following steps: determining key influence factors causing forest fire danger; carrying out deep diagnosis analysis and clustering analysis on the key influence factors to obtain 12 types of forest fire danger influence factors; calculating the weight of each forest fire danger influence factor; determining a calculation principle according to the correlation between the forest fire danger influence factors so as to establish a refined forest risk assessment model, and determining an extraction forecast scale; and according to a preset forest steppe emergency plan, a preset forest fire danger grade forecasting and response work management method and a preset forest fire hazard grading response program, analyzing historical fire hazard data within a preset age limit through the refined forest risk assessment model so as to divide the risk grade of the refined forest fire danger.
