The method comprises the steps that the braking mode type of a train is judged according to the braking level and mode state input information; braking force calculation is performed according to the train weight, the braking level and a preset deceleration curve to obtain a braking force demand; and the distribution mode of the train braking force is determined according to the braking mode type and the braking force requirement. By means of the method and device, a reasonable braking force distribution strategy can be provided for the railway vehicle, independent braking deceleration provided by non-adhesion braking is fully utilized, the braking capacity is improved, and the technical effects of reducing abrasion of a brake pad and a brake disc and further reducing the braking distance are achieved on the premise that the train safety is guaranteed.
