The invention discloses a building extraction method based on TM-high-resolution remote sensing image fusion. The method comprises the following steps: obtaining TM images and high-resolution remote sensing images of different time phases of a to-be-monitored area; preprocessing the obtained TM image and the high-resolution remote sensing image and fusing to obtain a normalized fused image; calculating a normalized difference building land index of each pixel by using the reflectivity of different wavebands in the normalized fusion image to obtain a building land index image; obtaining a binary image of the building land index image according to the target segmentation threshold; performing small-area plaque removal on the binary image, and determining a target area of which the area is greater than a preset area; performing spot elimination and grid vectorization on the target area so as to determine a building land area; and calculating building land change areas of different time phases.
