The method comprises the following steps: determining a target final state xenon strategy according to final state reactor core power; determining a target change range and a corresponding target initial disturbance state xenon strategy according to the target axial power deviation; and determining a target xenon strategy according to the target final state xenon strategy and the target initial disturbance state xenon strategy.
