The process comprises the following steps: mixing residual oil and wax oil serving as raw materials, and separating a liquid-phase product through a fixed bed hydrotreating unit to obtain hydrogenated normal slag; and carrying out reduced pressure distillation precision cutting on the hydrogenated normal slag to obtain five fractions of less than 350 DEG C, 350-420 DEG C, 420-480 DEG C, 480-540 DEG C and more than 540 DEG C, and taking the three fractions of 350-420 DEG C, 420-480 DEG C and 480-540 DEG C to obtain the lubricating oil material.
