The base comprises a base body, an internal water channel is arranged in the base body, and two opposite end faces of the base body are respectively provided with a cooling water connecting hole. The cooling water connecting holes are communicated with the internal water channel, and cooling water pipes are connected to the outer portions of the cooling water connecting holes. A temperature measuring sensor is arranged on the base body. The invention further discloses a design and manufacturing method of the high-temperature part vibration water-cooling base.
