The method comprises the following steps of: dissolving a catalyst in small molecular alcohol, adding vinyl chloride-vinyl acetate copolymer resin, and performing heating to react at a constant temperature; adjusting the pH value of the reaction system to 3-6 by using a pH regulator, adding a decolorizing agent, then adding a decolorizing auxiliary agent, and performing stirring for reaction; after the reaction is finished, conducting washing, filtering and drying to obtain the hydroxyl modified vinyl chloride-vinyl acetate resin, and the whiteness of the resin can reach 79 or above.
