The invention relates to the field of concrete, in particular to semi-flexible concrete and a preparation method thereof.The semi-flexible concrete is prepared from, by weight, 70-80% of asphalt mixture and 20-30% of cement grouting material; the cement grouting material is prepared from the following raw materials in parts by weight: 40 to 70 parts of water, 110 to 140 parts of cement, 100 to 130 parts of sand, 60 to 80 parts of fly ash, 80 to 120 parts of hydrogenated butadiene-acrylonitrile rubber particles, 0.3 to 0.7 part of polyvinyl alcohol, 30 to 50 parts of modified fibers, 2 to 5 parts of a water reducing agent, 8 to 11 parts of a silane coupling agent and 6 to 9 parts of an expanding agent, and the asphalt mixture is prepared from the following raw materials in parts by weight: 50 to 90 parts of SBS (Styrene Butadiene Styrene) modified asphalt, 200 to 300 parts of basalt macadam, 5 to 15 parts of water and 20 to 40 parts of limestone mineral powder.
