The tobacco shreds finally prepared from the extremely-low-nicotine tobacco shreds obtained through the preparation method have the advantages of being low in nicotine and high in fragrance. 本发明公开了一种低烟碱烟丝制备方法，其特征在于，包括如下步骤：两步提取、气流干燥、回填、烘丝/流化干燥；所述低烟碱烟丝中烟碱含量不高于3mg/g。本发明的制备方法得到的极低烟碱烟丝最终制备的烟丝具有低烟碱、高香气的特点。
