The method comprises the following steps: 1, acquiring multi-physics field marine environment parameters of a region of interest; 2, calculating a tension wave energy spectrum Eshort(k, phi), and calculating a tension wave sea surface fluctuation height hshort(xs, ys, t); 3, calculating a gravity wave energy spectrum Sg(f, phi), and calculating a gravity wave sea surface comprehensive fluctuation height hgravitity(xg, yg, t); and 4, calculating the comprehensive fluctuation height htotal(xs, ys, t) of the sea surface, and realizing actual sea surface geometric modeling of multi-physical field marine environment parameters. Multi-scale sea surface geometric modeling of an actual marine environment is realized, and finally the problem of obtaining the sea clutter amplitude mean value in a complex marine environment is solved.
