The method is applied to an exit board of the frame-type network equipment, the frame-type network equipment further comprises an entrance board and a network board, the entrance board is used for adding a congestion identifier to a forwarded message if congestion occurs when the message is forwarded to the network board, and the network board, when the message is forwarded to the exit board and if congestion occurs, is used for adding the congestion identifier in the forwarded message.
