The invention provides a recovery treatment process for waste liquid produced in acetochlor production and a device thereof, and belongs to the technical field of waste liquid recovery treatment. The recovery treatment process comprises the following steps: distilling the waste liquid generated by washing the acetochlor mother liquor to obtain waste ethanol and an ammonium chloride solution; distilling the waste ethanol to preliminarily remove impurities; carrying out impurity removal and dehydration treatment on the fraction, and further purifying to obtain crude ethanol; rectifying the crude ethanol to obtain high-purity ethanol; and purifying and recovering the ammonium chloride solution to obtain industrial-grade ammonium chloride. According to the recovery treatment process, absolute ethyl alcohol with the ethyl alcohol content larger than 99.9% can be obtained, and the recovery rate of ethyl alcohol is larger than 85%. The recovered high-purity ethanol can be directly returned to the acetochlor producti
