The manufacturing method is used for conducting continuous casting treatment on refined molten steel. The continuous casting treatment comprises the following steps that solidification treatment is conducted to enable a part of the refined molten steel to be solidified to form a blank shell; and during solidification treatment, electromagnetic stirring is carried out to enable the residual molten steel after refining to finally form a casting blank, wherein a distance between the electromagnetic stirring position and an outlet of a crystallizer is 0.3-1.5m, and a current range of electromagnetic stirring is 0-900A.
