The system comprises a flexible production workshop environment sensing module, a laser radar point cloud analysis and processing module, a millimeter wave signal processing module and a deep learning computer. The flexible production workshop environment sensing module comprises a millimeter-wave radar and a three-dimensional laser radar, and the millimeter-wave signal processing module obtains the position and speed parameters of a moving target and outputs a two-dimensional sparse point cloud of a moving target area at the same time; the laser radar point cloud analysis and processing module obtains three-dimensional point cloud data of a sub-region where a moving target is located detected in a production workshop, and projects the point cloud data to a horizontal plane to obtain a point cloud top view; and the deep learning computer performs category detection of a moving target and AGV load state recognition t
