The invention provides a surgical operating instrument and a surgical robot, wherein the surgical operating instrument comprises a mounting assembly, an execution assembly and a first driving mechanism; the execution assembly comprises an end executor arranged at the far end of the execution assembly; the near end of the execution assembly can be rotatably connected to the mounting assembly; the first driving mechanism comprises a first driving assembly and a flexible transmission part; the first driving assembly is arranged on the mounting assembly; the flexible transmission part is in transmission connection with the first driving assembly; the near end of the execution assembly is in transmission connection with the flexible transmission part; and the first driving assembly can rotate and drive the execution assembly to rotate around the longitudinal axis of the first driving assembly. According to the surgical operating instrument provided by the invention, the flexible transmission part is adopted; the t
