The method comprises the steps of considering four subjects as a cooperative game system, enabling investors of the four subjects to cooperate to form an alliance, and carrying out capacity configuration investment; constructing each energy main body revenue function, an alliance revenue function and an alliance risk function; converting a multi-objective optimization function into a single-objective optimization function, and iteratively calculating the optimal configuration of each cooperative game participant under the condition of alliance benefit maximization by using a particle swarm algorithm; and enabling each participant to input an income cooperation tendency weight factor and a risk cooperation tendency weight factor respectively, and distributing alliance income by taking the principle that the cooperation tendency degrees of the cooperation game participants are equal.
