The device comprises a shell, a cable inlet and a driving mechanism, wherein the cable inlet is formed in one side of the top of the surface of the shell; the driving mechanism is arranged at one side of the surface of the shell and located at the end; a cable winding roller is arranged in the center of the interior of the shell; one end of the cable winding roller is connected with the driving mechanism in a matched mode; a pressing device is arranged in the shell and located at the cable inlet; a wiping device is arranged at the bottom end of the pressing device and close to the cable winding roller; a guide wheel is arranged at the top of the inner wall of the shell; and the water leakage hole is formed in the bottom of the shell.
