The device and the process method solves the problems of high mining cost of low-grade lead zinc ore, large amount of tailings generated after flotation and high cost of tailings storage, and has the characteristics of improving the grade of raw ore fed by flotation, reducing the reagent cost and the ore grinding cost of an ore dressing system, reducing the amount of input tailings and prolonging the service life of a tailings pond, meanwhile, the discarded low-grade waste rock is used for manufacturing an aggregate product, and good economic benefits can be obtained after the aggregate product is sold, so that the low-grade lead zinc ore is comprehensively utilized.
