The cooling and heating circulation fan is characterized in that a section of radial air inlet channel is arranged on a rear mesh enclosure located between fan blades and a heating assembly, a section of closed annular air channel is formed at the front end of the rear mesh enclosure, the closed annular air channel is coaxially connected with the radial air inlet channel, air blocking pieces are further arranged on the outer circle surface of the radial air inlet channel, and one ends of the air blocking pieces are rotationally hinged to the rear mesh enclosure through fixed connecting pieces; and when the air blocking pieces rotate towards the direction away from the radial air inlet channel, the radial air inlet channel is opened through the air blocking pieces, and when the air blocking pieces reversely rotate to the outer circle surface of the radial air inlet channel, the radial air inlet channel is closed through the
