The device comprises a wedge-shaped body, a combined circular truncated cone, a pull-bearing ring, a two-half clamp, a sleeve, a supporting frame, a hollow hydraulic cylinder and a threaded connecting rod, all the parts are sequentially connected to complete installation, and the coaxiality of the device and the pipe seam type anchor rod is guaranteed, wherein a wedge-shaped body, a combined circular truncated cone, a pull-bearing ring, a two-half clamp, a sleeve and a threaded connecting rod act together to achieve full-section clamping of the pipe seam type anchor rod. The hand pump is operated to evenly inject oil into the hollow hydraulic cylinder, force acts on the spring washer and the nut, the spring washer and the nut drive the threaded connecting rod to move, and then the pipe seam type anchor rod is drawn.
