The process comprises the following steps: firstly, pretreating a lignocellulose raw material to obtain cellulose, hemicellulose and lignin, then carrying out enzyme hydrolysis on the cellulose and hemicellulose, then inoculating an ethanol fermentation strain to produce ethanol by taking enzymatic hydrolysate as a culture medium, and then directly preparing ethanol by taking lignin obtained after pretreatment and lignin-containing residues generated by ethanol fermentation as a culture medium, or using a lysate obtained by splitting the lignin obtained after pretreatment and lignin-containing residues generated by ethanol fermentation as a culture medium, and inoculating Pseudomonas putida NX1 to produce the polyhydroxyalkanoate.
