According to the invention, an encoding and recognition and stroboscopic communication protocol based on laser reflection is provided, and the characteristic that the laser range finder senses external environment information is utilized so that a single sensing device of the laser range finder is matched with a high-reflectivity material to complete the functions of mutual communication of unmanned driving, specific object recognition, information recognition and the like; and therefore, the laser range finder is more functional, and meanwhile,
