Zusammenfassung:	The invention provides a thermoplastic polyurethane elastomer/polyvinyl chloride (TPU/PVC) rubber and plastic flame-retardant material which is high in mechanical property and excellent in processability. The preparation method comprises the steps: respectively pre-plasticizing PVC with a heat stabilizer and a plasticizer by using a high-speed mixer to prepare pre-plasticized PVC, then blending the pre-plasticized PVC with an intumescent flame retardant (IFR) system, and carrying out extrusion granulation to obtain a PVC flame-retardant master batch; and carrying out extrusion, granulation and molding on the pre-PVC flame-retardant master batch and TPU through melt blending to prepare the TPU/PVC rubber and plastic flame-retardant material.
