The system comprises a first input pipeline, a steam turbine, a first output pipeline and a lithium bromide refrigerating unit, wherein the first input pipeline is used for receiving high-grade steam from a power plant; the steam turbine is connected with the first input pipeline and used for receiving the high-grade steam from the power plant, converting steam heat energy of the high-grade steam into mechanical energy and obtaining low-grade steam according to the high-grade steam; the first end of the first output pipeline is connected with the steam turbine; and the lithium bromide refrigerating unit is connected with the second end of the first output pipeline and used for receiving the low-grade steam of the steam turbine and outputting condensed water through refrigeration according to the low-grade steam.
