A four-quadrant control strategy during steady-state operation of the lead-acid storage battery energy storage system is divided into a system level, an apparatus level and a device level, wherein the system level determines a working mode based on a system instruction, and obtains active and reactive current instruction values through active and reactive power instruction values; the apparatus layer determines three-phase output voltage reference values of the lead-acid storage battery energy storage system based on active and reactive current instructions; and the device level determines pulse signals of each switching device based on the three-phase output voltage reference values.
