Zusammenfassung:Provided are a cover material fixing device and a passenger seat which curb the passenger seat from becoming larger in a predetermined direction, such as the width direction, while preventing a fixing member provided to the edge of a cover material from being dislodged from a member to which the cover material is to be fixed. The cover material fixing device comprises: a plate-shaped first fixing member 10 which is connected, via a first connecting part 11 at one end, to a first cover material T1, and which has an insertion portion 12 formed at the other end; and a second fixing member 20 which is positioned in a groove portion M of the member S21 to which the cover material is to be fixed, is provided along the first fixing member 10, and has a holding portion 21 which holds the insertion portion 12.
