The method comprises the following steps: high-precision mobile phone positioning data is inputted and corrected, and according to space and time attributes of a staying point, the data is overlapped with vector data such as land and a road network so as to identify daily service users of service facilities and residence points of the daily service users; then the service range of the service facility is delimited, the current facility layout condition is evaluated based on the 15-minute service crowd coverage rate index of the service facility, and if the layout needs to be adjusted, automatic selection and optimization of the service facility layout adjustment scheme are achieved through software simulation and calculation of the adjustment scheme.
