The heat dissipation device comprises: a heat conduction sheet, a first cooling water pipe and a second cooling water pipe, wherein the heat conduction sheet is tightly attached between a surface of a battery pack and the first cooling water pipe and is used for conducting heat of the battery pack to the first cooling water pipe; the first cooling water pipe is arranged around the battery pack, and the second cooling water pipe is arranged around the first cooling water pipe; and the flow direction of cooling water in the first cooling water pipe is the opposite of the flow direction of cooling water in the second cooling water pipe. Further provided is a battery heat dissipation system comprising the heat dissipation device.
