The present specification discloses an image decoding method. The image decoding method according to the present invention comprises the steps of: determining a prediction mode of a current block to be a merge mode with motion vector difference (MMVD); deriving a merge candidate list for the current block; deriving a predicted motion vector for the current block by using the merge candidate list; deriving a residual motion vector for the current block; and deriving a motion vector for the current block by using the predicted motion vector and the residual motion vector, wherein only a part of candidates in the merge candidate list may be used to derive the predicted motion vector. 本说明书公开了一种图像解码方法。根据本发明的图像解码方法包括以下步骤：将当前块的预测模式确定为具有运动矢量差的合并模式(MMVD)；推导当前块的合并候选列表；通过使用合并候选列表来推导当前块的预测运动矢量；推导当前块的残差运动矢量；并且通过使用预测运动矢量和残差运动矢量来推导当前块的运动矢量，其中，合并候选列表中的仅一部分候选可用于推导预测运动矢量。
