The underwater encircling device comprises a control mechanism and an executing mechanism connected with the control mechanism, wherein the executing mechanism comprises four three-degree-of-freedom mechanical arms, each of the left side and the right side of the executing mechanism is symmetrically provided with two three-degree-of-freedom mechanical arms, and a suction mechanism is arranged at the tail end of each three-degree-of-freedom mechanical arm; the control mechanism is used for issuing an encircling instruction to the executing mechanism; the executing mechanism is used for responding to the encircling instruction issued by the control mechanism; and the suction mechanisms are used for achieving efficient suction of the a target structural part.
