The preparation method comprises the following steps of: adding cocoanut active charcoal particles into a nitric acid solution, activating to obtain an AC carrier, adding the AC carrier into a mixed solution of cerous nitrate and ferric nitrate, dipping, and roasting at 400-500 DEG C in a nitrogen atmosphere to obtain the low-temperature CO-SCR denitration Fe-Ce/AC catalyst. The low-temperature CO-SCR denitration Fe-Ce/AC catalyst disclosed by the invention can be used as a low-temperature catalyst, and NOx in flue gas is removed by taking CO as a reducing agent. The low-temperature CO-SCR denitration Fe-Ce/AC catalyst is simple in preparation method and good in metal oxide dispersity, and has the advantages of being high in denitration rate, good in nitrogen selectivity and the like under the low-temperature condition.
